Climate Change Leaders Advancing for Peace (CCLAP) – Uniting Communities for Resilience and Harmony

In Karamoja, climate change is not an abstract concept—it is a lived reality. Droughts are longer, pastures are shrinking, and competition over scarce natural resources fuels tensions between communities. The
Climate Change Leaders Advancing for Peace (CCLAP) project, implemented by the Karamoja Peace and Development Agency (KAPDA) with support from partners, is bringing communities together to address these twin challenges of environmental degradation and conflict.

What We Do

CCLAP builds a bridge between climate resilience and peacebuilding by empowering communities to manage resources sustainably and resolve disputes peacefully. Our approach includes:

  • Cross-Border Peace Dialogues – Facilitating negotiations between pastoralist communities in Uganda and Kenya to prevent and resolve resource-based conflicts.

  • Climate Resilience Clubs – Training local champions, especially women and youth, to promote sustainable land use, water conservation, and climate-smart agriculture.

  • Gender Equality Promotion – Engaging men and women in discussions to break harmful norms and ensure inclusive decision-making.

  • Natural Resource Governance – Supporting communities to develop and enforce by-laws on environmental protection, grazing patterns, and alcohol misuse.

  • Cultural Diplomacy – Using music, drama, and traditional forums to promote harmony, coexistence, and respect for shared resources.

Our Impact

  • Dozens of peaceful dialogues have reduced cross-border tensions and livestock raids.

  • Women leaders are taking active roles in climate action and peacebuilding, influencing household and community decisions.

  • Climate Resilience Clubs have raised awareness in villages, schools, and marketplaces, reaching hundreds with climate-smart practices.

  • Local by-laws now guide the sustainable use of pasture, water, and forests.

Stories of Change

In Kamion Sub-County, a peace dialogue between the Ik and Dodoth communities resolved a long-standing dispute over grazing access. Leaders jointly developed a rotational grazing plan, preventing violent clashes.
In Kalapata, Climate Resilience Club members organized a community tree-planting campaign and trained households in kitchen gardening, linking food security to peace.
